Depicting the aftermath of " Kamen Rider Zero One REAL x TIME the Movie ", the four members of Mestuboujinrai; Horibi, Jin, Raiden and Naki, are on the path of coexisting with humankind. The story is based on the life of a japanese composer named Yuji Koseki from Fukushima in the Showa Era.

In 1909, a long-awaited baby boy was born to a family which has run a dry goods store for generations in Fukushima Prefecture. He would later become the talented composer Koyama Yuichi who wrote many famous songs. Although Yuichi was brought up as the heir of the business, he was rather dreamy and considered a child with no redeeming traits by the people around him. However, when he encountered music, it sparked joy and unleashed his gift in composing music through self-study. As a youth, Yuichi secretly put his name down for an overseas songwriting competition. This would change his destiny. He won runner-up for the song he entered for the competition. As a result, he got to know a female student who wanted to be a singer. Despite the long distance between them – Fukushima and Toyohashi – the two of them tied the knot. When they came to Tokyo, they met all sorts of people and weathered a dark period to produce a number of hit songs. However, war broke out and Yuichi had to compose wartime songs at the army’s request. It pained him that young men died in battle after singing the songs he had written. After the war, the country began to recover amid the chaos. The couple made a new era of music in an attempt to encourage the wounded through the power of music.

Sawamura Masahiko is a reporter with a local newspaper, Shin Kanagawa Nippo. One day, he gets an scoop on a hit-and-run case. Morimoto Atsukoa, the grieving wife of the man who died, is reportedly the culprit. Masahiko is excited by this scoop which is the first he has had in a long while. However, it is false information planted by his colleague Kirino Hiroshi. Masahiko’s university schoolmate Mitazono, who is now the chief editor of an online news website, points this out. Masahiko pursues Kirino who has disappeared. Meanwhile, Oga Masakazu, a former journalist of a national newspaper and a old friend of Masahiko’s father Ippei, visits Masahiko. Oga has started investigating whether the suicide of a former colleague Kakiuchi Tomonari was due to an incorrect story that Kakiuchi published 15 years ago.

Himokura Tetsu is a scientist who specialises in the study of parasites. He loathes people and is very sadistic. Tetsu bought a huge botanical garden in Hakone which he converted into his home and lab. He holes up in the conservatory where he researches his favourite parasites. His right arm is fitted with a black robotic hand. However, it is not known how this artificial hand came about. He is an eccentric genius who solves a series of difficult cases with astounding scientific methods.

Himekawa Reiko became an assistant inspector with the Tenth Homicide Section at the young age of 27 even though she was not on the career track. As the only female section chief in the First Investigative Division, she leads Team Himekawa, armed with her intuition, dramatic ideas and energy, and has solved many challenging cases. University student Sogawa Ichika inherits 5 trillion yen from her father all of a sudden and attempts are made on her life by his siblings. Ichika’s housekeeper hires the investigator Chikumagawa Hikaru, who has a perfect record of solving cases before they happen, to protect her.

Toyama Kinshiro is a 30-year-old newly-appointed police chief at Kitamachi Police Station who firmly believes his mission as a policeman is to listen to every voice of innocent citizens and protect the peace in the community. Then the news bureau gets information that the actress Sawano Reiko (Shibuya Aki) is involved in a traffic accident. Reiko is an actress who attracts the entertainment media and there had also been rumours of her affair with a movie director called Sakaki who is now deceased. Meanwhile, the inauguration ceremony for the new police commissioner Mitarai Chikao is being held at a hotel in Tokyo. Yabe Kenzo and Akiba Barando have been roped in to provide security, but they ignore their mission and are their usual carefree selves. Then, in an unexpected turn of events, Yabe makes the acquaintance of the police commissioner’s daughter Miki who has come to the party. A talented girl who has topped the national elementary students exam for the second consecutive year, Miki brilliantly solves the riddle in a new warning addressed to the police commissioner. Amidst all the excitement and enthusiasm, two fires had broken out consecutively; at the private residence of the Chief of Police, Suga Shuichiro, and then at the Nakano Police Academy. However, both incidents were hushed up, and even Detective Ochiai Masao, from Division One MPD (Metropolitan Police Department) had to find out about it from his fellow colleague. Ochiai was puzzled as to why no investigations were being carried out and it soon came to light that prior to the first fire at the Chief's home, a threatening letter had been sent to the MPD. In view of the upcoming Olympics, everyone at the MPD were feeling jittery over the letter and the arson, and thus a team was set up to ensure the safety of the public during the event. Ochiai and his team mates were to carry out the investigation secretly. Information came to Ochiai, that some 25 tubes of dynamite were stolen from a gunpowder factory. While questioning the owner, Ochiai was introduced to Shimazaki Kunio, a poor student from Akita prefecture, attending Tokyo University and working part-time there. Suspecting him of the crime, Ochiai started digging around into Shimazaki's life and was surprised to find out that his own sister, Yumi, was actually dating Shimazaki!

Tales of the Unusual: A four-part anthology in the spirit of The Twilight Zone, this film starts off with a group of commuters stranded at a train station in the rain, listening to stories told by one of the group. These include tales of a group stranded in the mountains and haunted by guilt over a death they inadvertently caused, an emotionally broken chessmaster pressed into playing a real-life game for an eccentric millionaire, a wandering medieval samurai who finds a modern-day cell phone on the ground and a person on the other end asking questions about the past, and a young couple who agree to try a computer simulation of what their future as husband and wife would be like.
