Set in the year 2019 in Japan. In order to crack down on free expression, a new law is passed, which allows for the government to create an armed force to find and destroy objectionable printed material. Meanwhile, to oppose this oppressive crackdown, the Library Force is created. The Library force, including instructor Atsushi Dojo and Iku Kasahara, work to protect the libraries. Iku (Nana Eikura) joined the Library Defense Force after a member from that team retrieved an important book that was targeted for censorship. She is assigned to work under Atsushi’s (Junichi Okada) team. She endures Atsushi's harsh treatment and looks for the member who retrieved her book. She also finds herself becoming attracted to Atsushi. Iku meets female high school student Marie (Tao Tsuchiya) at the library. Maries has a hearing disability. She is also a childhood friend of Mikihisa (Kei Tanaka). Iku senses Marie’s strong feelings for Mikihisa. Asako (Chiaki Kuriyama) works as a clerk for the Library Task Force. She has frequent meetings with curator Shuji (Aoi Nakamura). This creates complicated feelings for Hikaru (Sota Fukushi). One day, Mikihisa is arrested because of a book he recommended to Marie. Official reason given is because the book is unsuitable for disabled people. The members of the Library Task Force are angered by Mikihisa's arrest.

Wataru Honjo is a veteran suit actor who resents popular young actor Ryo Ichinose for getting the role of Black Dragon in an upcoming film version of Dragon Four, a role he had wanted to play himself. He also becomes convinced Ryo has no respect for the genre. Hostilities continue on the set of the movie, but eventually the two men start to gain respect for each other and even start to form a friendship.

Soon, Ryo is given the starring role in an upcoming Hollywood movie titled "Last Blade" being shot on location in Japan. However, production is eventually halted when a stunt actor quits abruptly, refusing to film a dangerous scene in which his character fights a team of ninjas while engulfed in flames. The foreign staff members are left in the lurch, but they soon decide to call in the man they've heard is the best stunt actor in Japan - Wataru Honjo.

Mei Tachibana is a high school student. Due to a traumatic incident when she was a kid, Mei has been unable to make friends or have boyfriends. By mistake, Mei then injures the most popular male student named Yamato Kurosawa. Somehow, Yamato Kurosawa likes Mei Tachibana and tells everyone unilaterally that Mei is his friend. One day, Yamato Kurosawa saves Mei Tachibana from a stalker by kissing her. From that kiss, their love story begins.

Tamo Aoshi is a substitute teacher at his alma mater, a prestigious private high school which admits 200 students to Tokyo University every year. He becomes the coach of the weak baseball club which has only five members and has never won a game since it was established. The highest number of times they have thrown the ball back and forth without dropping it is nine. They prefer the outfield because the infield is scary. Furthermore, they practice on the grounds only three hours a week. At other times, they study, study and study. But they love baseball. Finding them interesting and strange creatures, Aoshi decides that he will give his charges victory, guided by his offbeat theory “triumph is possible even if weak”. And then they seriously set their sights on the annual nationwide high school baseball championship with their brand of preposterous baseball.

Shuta, Saku and Michiru have been best friends since they were kids. Tragedy strikes the friends when during the winter of 2010, Saku dies from a heart attack. After Saku's death, Shuta and Michiru become more distant. On the third year anniversary of Saku's death, Shuta boards a train in the Enoshima subway. Somehow, Shuta travels back in time to 2010, before Saku died from a heart attack. Although Shuta is confused by the time change, he attempts to save Saku by changing the past.

Amanogawa High School has become the center of strange happenings, and things only get stranger when the bad boy styled transfer student Gentaro Kisaragi attempts to make friends in his own unique way, reuniting with childhood friend and self-professed space travel otaku Yuki Jojima, all while gaining the ire of loner Kengo Utahoshi. When the campus becomes overrun with monstrous constructs called Zodiarts, Kengo and Yuki attempt to use the strange devices they have found in the Rabbit Hatch lunar base that they access through a locker on an off-limits part of campus to fight them. However, Gentaro interferes in their plans, in part due to Kengo's body unable to handle the strains of battle, and uses the devices to transform into Fourze. Upon learning of other heroes called Kamen Riders, Gentaro creates the Kamen Rider Club whose membership includes Yuki, Kengo, the school's queen bee Miu Kazashiro, Miu's jock ex-boyfriend Shun Daimonji, garishly styled social butterfly JK and goth girl Tomoko Nozama. Later joined by Ryusei Sakuta, a transfer student who transforms into Kamen Rider Meteor, and their teacher Mr. Chuta Ohsugi, the Kamen Rider Club and Kamen Rider Fourze learn of the Horoscopes, an evolved group of Zodiarts who have been orchestrating events on the school grounds to build up their ranks. As the battle escalates, the Horoscopes sets their motions to their final phase of their master plan before Kengo discovers his true existence.
