Prime Minister Eiichi Higashiyama gathers young and talented bureaucrats and launches Japan Future Promotion Conference, which is to benefit the future of Japan. Keishi Amami of the Ministry of the Environment and Koichi Tokiwa of the Ministry of Economy, Trade, and Industry are members of that conference.

One day, Yusuke Tadokoro’s article is published in a weekly magazine. His articles warns that Kanto region will sink into the sea. Due to his article, groups begin to hold protests. To ease the situation, Keishi Amami meets with Yusuke Tadokoro, but Yusuke Tadokoro insists that in the near future, Izu Peninsula will sink and that will portend the Kanto region sinking. Around this time, Minori Shiina, who is a weekly magazine reporter, talks to Keishi Amami about possible corruption between a company and the Ministry of Environment. Keishi Amami is uncomfortable dealing with everything, but he takes part in his hobby and goes scuba diving with Koichi Tokiwa. There he faces a shocking event.

The murder of Sudo Isao, a used car dealer, occurs in Shizuoka Prefecture in 2008. Detective Kusaka Satoru of the Shizuoka Prefectural Police’s Susuno Precinct, checks his background. He learns that Sudo’s young son Obata Mamoru from a previous marriage, died in a kidnapping incident in Shizuoka in 1974. In 1988, with just one year before the statute of limitation on the kidnapping case ran out, a special investigation unit was formed under the instructions of the Shizuoka Prefectural Police’s police chief Hashibami Yasuhide. Shigeto Seiichiro, who rose to the rank of superintendent despite being a non-career officer, became the director and led a group of six capable detectives in the re-investigation. Kusaka cannot comprehend why Sudo, who lived in Tokyo more than 20 years after the death of his son, was murdered in Shizuoka Prefecture. He instinctively knows that delving into the kidnap and murder of the child will shed light on the case. Kusaka visits Shigeto who has left the police for a long time and searches for clues. He makes contact with Mamoru’s mother Saeko and her older sister Rie, and gradually draws near the real culprit.

Saigo Takamori, the hero of the Meiji Restoration, was born to a poor, low-ranking samurai family in the Satsuma domain (present day Kagoshima Prefecture). His simple honesty caught the attention of its charismatic feudal lord of Satsuma, Shimazu Nariakira. Nariakira’s assertion that the love of people is what will enrich and strengthen the nation captivated Saigo who took on Nariakira’s secret mission and eventually became a key person for Satsuma. Not a portrait of him survives today and much of his life is a mystery. He is a man who was twice exiled and thrice married. He overthrew the Tokugawa Shogunate with exceptional bravery and action. Although he accomplished the restoration, he lost his life in a fight with the new Meiji government.

Mie’s father died during the aftermath of the 2011 Tōhoku earthquake and tsunami. One day, she finds a bundle of unsent New Year’s cards, which languished there for 28 years. To find out why the cards were never sent, Mie tracks down Haruhiko Sakacho. Haruhiko played on the same high school baseball team with her father. Mie eventually gathers together her father's former teammates to play in the Masters Koshien (a senior league baseball tournament). Ishigami (Hidetoshi Nishijima) walks into his apartment and finds his wife dead. There's lit candles laid out in the room. Two men then enter the apartment for Ishigami, but he is able to flee the scene.

Ishigami then meets a Korean reporter Kang Ji-Won (Kim Hyo-Jin) who takes an interest in his plight and offers to help him. Ishigami surprises himself by being able to speak Korean and even having vague memories of himself as a Korean. Ishigami quickly learns to not trust his memory, while he attempts to uncover the truth behind his identity.

Kazutoyo lived during the end of the Sengoku period (1546-1605). He was the first feudal lord of the fief of Tosa on the island of Shikoku. He served Nobunaga Oda, Hideyoshi Toyotomi and Tokugawa Ieyasu.

Chiyo (1557-1617) was his wife, and was known in history for her dedication and devotion to her husband (like Matsu was to Toshiie in Toshiie to Matsu). She is the daughter of a samurai who served the feudal lord Asai.
