Set towards the end of the Joseon era, Sung Yi-Gyeom placed first in the state examination and he now works at the Hongmungwan (administrative and research department). He doesn't have a goal or ambition for his life. One day, Sung Yi-Gyeom is caught gambling. As punishment, he is assigned to work as a secret royal inspector. His job is to eradicate illegal acts and corruption by public officers. He carries out his new job with the help of Hong Da-In and Park Chun-Sam. Hong Da-In is a female inspector and solves cases with Sung Yi-Gyeom. Park Chun-Sam is Sung Yi-Gyeom’s servant. Park Chun-Sam is talkative, affectionate, and tearful.

Meanwhile, Sung Yi-Beom is Sung Yi-Gyeom’s younger stepbrother. His father is a nobleman, but his mother is a slave. Due to his mother's low social status, his father does not accept him as his real son and he is barred from having certain opportunities. He opposes his older stepbrother Sung Yi-Gyeom.

Hong Jo is a cat who has mastered the art of transformation into human form. He wants to become human for his owner, and in order to stay by her side, he starts living a double life.

Kim Sol Ah is a woman in her 20s. She loves people and tries to protect the ones she loves. Hence, she attracts many cat-like people. Her father is like a Persian cat, her crush is like a Siamese cat, and others only make her worry and fuss. In the end, she brings Hong Jo home thinking he's a cat but ends up in a completely different situation.

In “The Emperor: Owner of the Mask,” there is palace intrigue revolving around the true power behind the throne, and a plot twist when the prince switches identities with a commoner. But the overall theme of the show is love, which underlies the romance between a prince and his girl as well as the compassion for the country and people.

She supports him through years by working to her bone when he was coding software in a basement and failing to find buyers. When she no longer can take it anymore, She divorces him.

After a few years, she is still working hard juggling multiple jobs to repay the debt she got while supporting her husband. When she finds out that her husband's business was a success and he became rich, she feels that life is unfair. Wanting to make things even, she joins his company as an intern and tries to get back at him.

Thus a cat and dog quarrel begins between ex-husband and wife who are hurt by each other and who can't get over each other.

Several years ago Kong-Sil (Kong Hyo-Jin) was involved in an accident. Since that incident, Kong-Sil is able to see and hear ghosts. She's also terrified of the ghosts that appear constantly around her. Because of this, she's unable to live a normal life. Kong-Sil lives in a rooftop room at an extended stay inn. She makes a living by doing odd jobs at the inn, including cleaning.

Meanwhile Joong-Won (So Ji-Sub) is the president of an extravagant shopping mall named Kingdom. He is also arrogant and calculative. Everything relates to him in terms of money.

One raining evening, Kong-Sil goes to room 404 to clean, but she sees another ghosts. She freaks out and runs up to her rooftop room. The ghost, who looks like an old woman, appears right next to her again. Kong-Sil then does the old woman ghost a favor and goes to her home. She hands the ghost's son a bankbook with more than 10,000 dollars in the account.

Joong-Won sits face to face with a man who owns land that he needs to build a golf course. The man tells Joong-Won that his deceased wife does not want him to sell the land. Joong-Won doesn't believe in ghosts and ignores him. He pulls out a contract which the man's children already signed. Joong-Won is able to get the man's signature.

On his way back from that meeting, Joong-Won is driven by his assistant (Choi Jung-Woo). The driver then sees a woman thumbing for a ride. Joong-Won tells his driver to ignore the woman, but a light suddenly shines on them and the car stops. At this time, Kong-Sil hops into the car and thanks them for picking her up. Kong-Sil unintentionally touches Joong-Won and feels something unusual. Later, the car pulls over at a highway rest stop. While walking back to the car, Joong-Won sees Kong-Sil talking to someone, but there isn't anyone else there. Thinking she might be crazy, Joong-Won turns around, but Kong-Sil grabs his arm. She discovers that whenever she touches him, the ghosts around her disappear.

Back at her rooftop room, Kong-Sil is terrified by the ghosts around her as usual. She thinks back to Joong-Won and how the ghosts disappeared when she touched him. Kong-Sil decides to go Kingdom shopping mall to meet Joong-Won again.

Min Hyuk, who has been secretive with social phobia, gradually becomes more open while living with Sun Dal and Won Sam.

The second season follows the same format of the first season, with different girl group members and took place in a fishing village in Daebu Island, Ansan, Gyeonggi Province.
