"Underdog" follows three boxers who are all underdogs. Suenaga Akira is a boxer, who struggles to succeed as a boxer. Omura Ryuta is a young boxer, who grew up in an orphanage. Miyagi Shun challenges a boxer, following the plans of a TV program.

Inspector Sugishita Ukyo from the Tokyo Metropolitan Police Department’s Special Missions Unit makes brilliant deductions and cracks difficult cases with his partner Kaburagi Wataru who used to be a career bureaucrat from the Ministry of Justice.

Tabata Kaede is a university student with poor social skills. He meets Akiyoshi Hisano, who attends the same university. She seems to lack common sense and is also an idealist. She talks about ending wars and having no more bullies. Kaede & Hisano have different personalities, but they are both outsiders. For their goal to change the world, they decide to make a secret club Moai. One day, Hisano suddenly disappears. Their secret club Moai also changes. Moai becomes a club for job finders and the club gets larger. Kaede decides to leave the club, but he then decides to take back Moai for its original mission, dreamt up by himself and Hisano.

A couple of months have passed since the serial murder case. A new dead body is found in the same area. Detective Manabu Kagaya tries to find the truth. He goes to see serial killer Yoshiharu Urano in prison.

Miwa, Motoaki, Ritsu, Aoi, and Satoru have lived at the same apartment complex for years and they are childhood friends. When they were younger, they always played together. Now, they are high school students and they attend the same high school. They are still friends, but their relationships have changed.

Miwa has feelings for Motoaki, but she can't tell him about her feelings. Motoaki is unaware of her feelings towards him and treats her like a friend. Aoi acts like she is good friends with Miwa, but, Aoi is frustrated by her sense of inferiority and jealousy towards Miwa. Aoi is dating Satoru. Meanwhile, Ritsu complains about the relationships of the other 4 and keeps his distance from them.

Mikoshiba Reiji is an attorney who will do anything to win with his unscrupulous ability. Kusakabe Yoko is a clerk who gets a job at his office. By accident, Yoko discovers that Mikoshiba committed a heinous crime as a boy. What is the meaning of justice? What is atonement?

A boy is attacked by a giant monster and gets injured. The injured boy runs to a nearby village where Akane lives and warns them about the monster. The residents are frightened. Akane, Sakakida Soei and Kikuchi Enshu look for a way to protect their village. Meanwhile, Akane's older brother Soya Danjo schemes to manipulate the monster.
