It is the Bunsei era (1818 – 1830). While the finances of samurai families were tight, people would entrust their household budget on a half-yearly basis to a roving steward who is the modern day accountant and management consultant. Karaki Ichibei (Mukai Osamu) takes care of the household budgets of families in desperate financial situations. He is not only adept at the abacus but also the sword. The selfless Ichibei goes over to all sorts of residences with his favourite abacus and helps people tormented by evil with a sword supple like the wind.

Shibusawa Eiichi was born in 1840 to a farmer’s family. He grew up helping his family with work, which was to manufacture and sell indigo production and also silk farming. He left his hometown at the age of 23 and began working for the government. He later traveled to Paris and learned about banking. Upon his return to Japan, he helped build up the first modern bank in Japan. He eventually became a founder or supporter to about 500 companies and was involved with about 600 public services, including education for women.

Japan has entered a new era. Hiden Intelligence, the leading company in the field of artificial intelligence (AI) has developed and began to test the reality of Human Gear, AIs in human form. Human Gear is designed so that it is no different from humans and is included in many different workplaces.

Meanwhile, "MetsubouJinrai.NET", a terrorist organization hacked into Human Gear and turned them into weapons to destroy humanity. The Japanese government quickly discovered them and established AIMS (Artificial Intelligence Military Organization) directly under the direction of the Secretary of the Cabinet. AIMS's goal is to destroy the rebellious Human Gear.

On the other hand, man who took up a funny job named Hiden Aruto was suddenly appointed Hiden Intelligence chairman after his grandfather's death. Although he was not interested in being president, but when he saw firsthand the Human Gear hacked by "MetsubouJinrai.NET" to attack people, Aruto used "Hiden Zero-One Driver" only for the president of Hiden Intelligence. and the henshin into Kamen Rider Zero-One.

With his wife, Misako, by his side, he had spent many happy days together with his little family.

However, when Akira was 3 years old, Misako passed away suddenly from an accident. Heart-broken, and filled with regrets, Yasu pulled himself together, in order to care for his little son. Together with the help of his friends, Yasu overcame it all, and Akira grew up to be a bright and successful young man.

20 years ago in Japan, the 4 Ultra brothers Ultraman, Seven, Jack, and Ace were fighting a deadly foe known as Yapool. The brothers were barely able to defeat Yapool but the monster still needed to be sealed. However, to seal Yapool away they were forced to give up the ability to transform, and took up jobs to be in the area of Kobe in case the monster ever returned.

20 years later Yapool is risen from the sea again by alien allied forces, and Mebius must fight the aliens and Yapool. But when Mebius is about to lose, the Ultra brothers come to aid Mebius in his battle against Yapool and the Aliens...

The setting of this movie takes place during the middle of the Mebius series. All members of Crew GUYS Japan are present in the movie, and Leo and 80 are not mentioned or shown. The actual placement of the movie in the order of the series is not explicitly given. The beginning of the movie's events is presumed to take place after the 80 series.

Yuka Misaki, whose parents run a flower shop, casually begins dating college student Akio Asami, and later falls for him. But due to some type of accident, the two lose contact with one another.

One year after the accident, the two suddenly meet again. Yuka is still working at her father Shigeo's flower shop, and Akio is a teacher at a nearby high school.

It's January 7, just right after the New Year begins. Makeup classes are being held for students that aren't keeping up with their daily studies. Taking the classes are the popular Tadashi Otomo, and the leader of the delinquent students, Sho Takamatsu. And giving the lecturers is Noriko Sekiya, a teacher that has taken out all kinds of loans to pay for the popular brand items that she buys.

Yuka comes to the school to collect money from Noriko. While at the school, with thoughts of the past in the back of her mind, Yuka and Akio meet and get into a fight. Then all of a sudden, there is a small tremor, and after it subsides.
